🏗️ TIF 9: A Big New Downtown Investment District

The council held a public hearing on a proposed new tax increment financing district called TIF 9, which would cover about 3,089 acres in and around downtown and fund up to $220 million in public projects.

A quick explainer on TIFs, since this came up a lot: a TIF district does not raise anyone's taxes. It works by capturing the new property tax revenue generated by future development inside the district and using that money to pay back the public improvements that helped make that development possible.

Once the improvements are paid off, the new tax revenue flows back to the city, Madison County, and the school system.

Urban Development Director Shane Davis walked the council through five proposed projects inside the district:

  • Von Braun Center North Hall expansion at an estimated $200 million, including new exhibit space, meeting rooms, food service upgrades, and a new South Hall entrance.

  • North Huntsville Beltline Greenway, a $5 million first phase modeled loosely on Atlanta's BeltLine. It would run from downtown north toward Oakwood Avenue and eventually connect to Alabama A&M.

  • A new Mill Creek Park, a $5 million project part of the Choice Neighborhoods redevelopment in partnership with HUD and Huntsville Housing Authority.

  • Lowe Avenue improvements, $5 million to support the new Huntsville Middle School, including pedestrian safety upgrades and drainage work.

  • Renovations to the former federal courthouse, $5 million the city was given by the federal government, to bring it up to ADA and operational standards. Madison County has expressed interest in using it temporarily while it figures out the future of its own courthouse.

No vote was taken during the meeting. The actual vote is currently scheduled for June 11, after the Madison County Commission considers it first.

🪖 Space Command "Gift Offer" to Redstone Arsenal

The council approved a resolution authorizing the mayor to formally deliver a "gift offer" of up to $30 million in city support for U.S. Space Command's permanent headquarters at Redstone Arsenal.
